This is how to get the HM Cut in Pokémon Blue/Red/Yellow.
- Obtain the boat ticket from Bill around Route 25. Then, go to Vermillion City.
- Get on the S.S. Anne and battle your rival at the top of the boat. Then, talk to people in every room to find the Captain.
- Talk to the Captain. After you rub his back, he gives you HM01 Cut.
After acquiring the boat ticket from Bill, (Near route 25) you walk (or fly) to Vermillion City.
When you arrive, you need to go towards the big cruise ship, the S.S. Anne.
After the ticket man verifies your ticket, go onto the ship.
Go all the way to the top of the ship. You should encounter your rival.
Once you win against your rival, you will need to go room to room talking to people. Once you find the captain, he will want you to do something. He doesn't feel good and wants you to rub his back.
Once you rub his back, you will receive the HM Cut.
