Report by NHRC probe team said there was serious dereliction of duty by Delhi Police the day Kanhaiya Kumar was attacked inside Patiala House Court.

New Delhi: Coming down heavily on Delhi Police, an NHRC probe team on Friday said the physical assault on JNU student leader Kanhaiya Kumar in the court premises appeared to have been "organised and pre-planned".

It also said Kumar was subjected to psychological pressure and was made to issue a statement dictated by police before he appeared in the court.

"Kanhaiya Kumar was abused and physically assaulted by some persons dressed as advocates in the Patiala House court premises on February 17.

"He was even physically assaulted inside the adjoining court room in the presence of police who did not do anything to prevent the assault or apprehend the attackers even though they were identified by Kanhaiya Kumar then and there.

The physical assault on Kumar in the court premises appears to be organized and pre-planned," a report submitted to the NHRC by a fact-finding team of the Commission said.

Kanhaiya was assaulted by a group of lawyers while he was being taken to the Patiala House Court on Wednesday, with Delhi Police saying he was "jostled."

"What happened in the Patiala House Court Complex on 17.02.2016 was a major security lapse on the past of the police. There was serious dereliction of duty on the part of the police,"the report said.

As for the statement which came in Kanhaiya's name, the probe team said "the content, construction and framework of the statement were as dictated by the police"

Delhi Police chief BS Bassi had told reporters that the statement -- in which it was said that some people in JNU and outside raised unconstitutional slogans -- was written by Kanhaiya.

The probe team also said that "going by the sequence of events", safety and security of Kanhaiya and his family members were a cause of concern.
