BHUBANESWAR: The OPCC has ‘chargesheeted’ the Naveen Patnaik Government for its alleged failure to implement schemes launched by the Centre and tackle the deteriorating law and order situation and for scams in mining and procurement of pulses for feeding programmes and ‘horse-trading’ during last year’s Rajya Sabha polls. The ‘chargesheet’ was on Sunday handed over to OPCC president Niranjan Patnaik by the chargesheet drafting committee headed by former chief minister Giridhar Gamang. A memorandum, based on the chargesheet, will be submitted to the President seeking action against the Naveen Government, said former minister and a member of the committee Narsingh Mishra. The other members of the committee included Leader of the Opposition Bhupinder Singh, former ministers Ramakrushna Patnaik and Ganeswar Behera and former MP Soumya Ranjan Patnaik. Opposition Chief Whip Prasad Harichandan was the convener.  “The draft has established that the Naveen Patnaik Government is incompetent, corrupt and a liar,” a member of the drafting committee said. However, the contents of the chargesheet were not made public on Sunday. These will be made public after the party submitted the memorandum to the President. Sources said all the scams during the 11- year rule of Naveen find place in the chargesheet. These include  irregularities in the implementation of the MGNREGS and procurement of pulses for the mid-day meal (MDM) scheme. The draft alleges that there are irregularities in the implementation of NREGS in all the 30 districts and not only in six districts under CBI investigation. The probe should be extended to all the 30 districts, a senior party leader said. Sources said the party has argued for a CBI probe into the multi-crore mining scam to unravel the truth. If a CBI probe is ordered into the mining scam, the Chief Minister will have to resign like the then Karnataka chief minister BS Yeddyurappa. The State Government’s non-compliance of the report of the Lokpal on land acquisition for the proposed Vedanta university near Puri is also highlighted in the chargesheet. There has been no action against the Naveen Patnaik Government even after the Lokpal submitted a special report to the Governor on the issue, it said.  Several other issues, including the rapidly deteriorating law and order situation and increasing activities of the Maoists, find place in the chargesheet.
