BANGALORE: Stating that he will not tolerate lethargy, insensitivity and indiscipline in all rungs of the bureaucratic machinery, Chief Minister D V Sadananda Gowda has directed the officers to clear off files with in a fortnight or face action.“Except for those files which need legal opinion and those which are disputed, I don’t want any files to remain at the secretariat level for more than 15 days. I have already started implementing that culture in my secretariat and I want all the departmental heads as well as the deputy commissioners to emulate the same.I will hold the senior officers responsible for inordinate delay. Reserve one day exclusively for clearing files,” Gowda said at the conference of additional chief secretaries, principal secretaries, secretaries, DCs and CEOs of zilla panchayats, held here on Monday.The CM said if the district administration becomes proactive, then most of the problems will get solved at the local level itself. “I wish that the principal secretaries and secretaries make our policies more implementable and people-friendly. There should be an institutionalised mechanism at the district level to redress the problems quickly,” he said.He also disclosed that a cell that would function 24X7 to receive public grievances will be set up in his secretariat shortly.“I want the chief secretary work out the technical and logistical details,” he said, adding, “I have my own network to get first-hand information about the implementation and progress or otherwise of the developmental activities and I will take appropriate action if I find any dereliction of duty by the officers.” The chief minister wanted the Janaspandana programme to be taken to the hobli level.
