CHENNAI: The experts panel constituted to go into the USE was not in accordance with the Supreme Court direction, an additional counter-affidavit filed by ST Manonmani of Poonamallee, said on Wednesday.The very composition of the panel revealed the government’s reluctance to implement the SC order dated April 16 in its true letter and spirit, senior counsel P Wilson submitted in the counter. The government had roped in persons who had little or no knowledge and expertise in structuring a syllabus. Its report had to be rejected in toto as it had not rectified the defects, but only pointed out the defects. The committee was not a fault-finding one. The SC direction was only to examine the ways and means of implementing the USE, he contended. The issue will be discussed before the First Bench comprising CJ MY Eqbal and Justice TS Sivagnanam on July 7.
