ROURKELA: With the model code of conduct (CoC) for the panchayat poll in force from Saturday, Union Finance Minister Pranab Mukherjee on Saturday restrained himself from speaking on issues bothering the nation. On his second visit to the Steel City, Pranab said, “One constraint with the political elements is that as soon as the elections are declared the CoC comes into effect on the utterances and observations of the public functionaries.” The code holds back the public functionaries from explaining their commitments or achievements, the Finance Minister said in a lighter vein. But it is a good practice and therefore, I don’t grudge the code and I won’t be able to speak what I wanted to,” he said. He was addressing a seminar on ‘Direct Tax Code and Goods and Services Tax’, organised by the Rourkela Chamber of Commerce and Industry (RCCI). RCCI highlighted basic problems confronted by the economy and certain problems associated with the direct taxes. The FM said the whole economic activities of the world are converging, adding it was expected to influence each other globally. Among others, Urban Development Minister Sarada Prasad Nayak and Sundargarh MP Hemanand Biswal were present. Pranab, who is on a two-day visit met the local Congress leaders and workers. In the evening, he attended the 84th annual conference of Nikhil Bharat Banga Sahitya Sammelan (NBBSS).
