SC dismisses Kerala college petition
SC has dismissed a petition of self-financing colleges of Kerala challenging a Bill that seeks to regulate admissions.

Thiruvananthapuram (Kerala): Many self-financing colleges of Kerala had filed a petition challenging a Bill passed by the Kerala Assembly that seeks to regulate admissions, fee structure and the minority status in these colleges.

However, the petition has been dismissed by the Supreme Court (SC). The SC has asked the petitioners to move the Kerala High Court instead.

The Kerala Professional Colleges/Institutions (Prohibition of Capitation Fee, Regulation of Admission, Fixation of Non-Exploitative Fee and Other Measures to Ensure Equity and Excellence in Professional Education) Bill 2006, was passed on June 30 after much debate.

The bill covers 70 engineering colleges and eight medical colleges in the self-financing sector in the state.

These colleges have close to 10,000 seats for engineering and 800 seats in the medical colleges.

The Act provides for reservation to social, educationally backward classes and economically backward sections of society.

There is reservation for physically challenged persons.

The total reservation for all the three categories is 50 per cent.

Fee concessions and freeships are available to 50 per cent of the students.

The management will have a quota of 30 per cent consisting of privilege seats and NRI seats (15 per cent each).

Admissions will be through a single-window system supervised by the Commissioner of Entrance Examination.

Merit will be a criterion for 85 per cent of the seats, but means will be the criterion for freeships.
