Indian Railways, one of the largest railway networks globally, operated by the government of India, stands as a crucial lifeline, ferrying lakhs of passengers daily and providing substantial employment opportunities. Renowned for its extensive connectivity and efficient operations, it facilitates travel to nearly every state in the country. Moreover, Indian Railways maintains stringent regulations to ensure lawfulness and cleanliness, exemplified by its well-structured fine system targeting various infractions.
A recent disclosure by Amit Kumar, the Public Relations Officer of the Prayagraj Division of Indian Railways, sheds light on the ongoing scrutiny undertaken by the Commerce Department. The focus is on monitoring fines imposed on passengers, primarily for ticket-related violations and littering offences. During the fiscal year 2023–24, thorough checking campaigns revealed that over 12 lakh passengers were apprehended for a range of offences, including ticketless travel, irregular ticketing, unbooked luggage and littering across trains and stations. Notably, fines totalling more than Rs 82.6 crore were levied against these offenders.
Of the 12 lakh violators, approximately 15,963 individuals were nabbed for littering, encompassing behaviours such as spitting and discarding wrappers onboard trains and at stations. They were collectively fined Rs 18.33 lakh. Concurrently, around 6 lakh passengers were caught travelling sans tickets, resulting in a fine collection of Rs 50.79 lakh. Additionally, authorities identified another 6 lakh passengers with irregular tickets, imposing fines totalling Rs 31.53 lakh. Furthermore, Rs 11.83 lakh in fines were imposed on 7161 passengers for carrying unbooked luggage.
Indian Railways regulations categorise travelling without a ticket or with an irregular ticket as a punishable offence. Offenders caught engaging in such infractions may face fines, imprisonment, or both, under the provisions of the Indian Railways Act.
The revelation underscores Indian Railways’ steadfast commitment to upholding law and order, as well as fostering cleanliness across its vast network. Through stringent enforcement measures and robust penalties, it aims to ensure a safe, orderly and pleasant travel experience for passengers while preserving the integrity of its services.
