BANGALORE: Chief Minister B S Yeddyurappa said that the Approach Paper to 12th Five Year Plan should highlight the need to increase incomes of farmers and generate employment in rural areas.
"There is a need to insure farmers from vagaries of weather and market. Karnataka welcomes the emphasis likely to be placed in the Approach Paper on treatment of dry land on watershed principles and the suggestion to set up Water Regulatory Authority," Yeddyurappa said in his speech on the opening day of the regional consultation committee meeting of the Planning Commission held here on Friday. Emphasising the need to complete projects in deadlines, the chief minister said that the Centre's urgent intervention with respect to coal allocation, gas allocation and environmental clearances for power projects is of paramount importance.
"Power plants are crucial for achieving growth and if they do not come up as scheduled, overall development gets severely affected," Yeddyurappa said. "The stock of national highways in the country can be increased without any additional expenditure by the Centre," he added. "One of the basic reasons for our limited success in ensuring inclusive growth is the dependence of over 55 per cent of the workforce on the agriculture sector, which contributes less than 17 per cent to the GDP.Yeddyurappa spoke about training rural youth. "Huge investments need to be made to train rural youth in technical skills and impart appropriate business orientation. It is here I would urge the Planning Commission to give a serious thought," he said.
