HYDERABAD: With Telangana on the boil, the state government on Wednesday issued orders that all inter-cadre movements in all government departments should be referred to the General Administration Department.The decision was taken to ensure implementation of the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975, also known as the Presidential Order.In the context of the resignations by Telangana public reps, the central government has indicated willingness to concede a major demand of the separatist groups — that of effective implementation of the Presidential Order. The government’s latest orders on the inter-cadre transfers indicates its amenability to address a major grievance of staff from Telangana.The Implementation and Monitoring Authority set up by the state government in March this year under the chairmanship of the chief secretary is learnt to have met recently to review the progress of implementation of the Presidential Order. In this meeting, it was learnt that a large number of employees from other zones were obtaining transfers to Hyderabad (Zone VI) in the guise of deputation and official duties. This is in violation of the Presidential Order. Hence, it was decided that cadre movements in all departments should be strictly monitored by GAD, which is the nodal agency for the IMA.As a first step, all government departments have been instructed that all proposals for inter local cadre transfers should first be routed through GAD. Chief secretary SV Prasad has directed all proposals for deputation and official duties should also be routed through the secretary (Services) GAD for further orders.
