Talks have been on for an international treaty to tackle terrorism.

New Delhi: Expressing concern after the second attack on the Indian embassy in Afghanistan on Thursday, India's envoy to the United Nations Hardeep Singh Puri has asked world leaders to negotiate an international treaty to tackle terrorism.

Puri emphasised on the need to strengthen the legal framework in the fight against terrorism.

He also stressed that in view of the growing threat of terror attacks, it was time to wrap up the draft for the 'Comprehensive Convention on International Terrorism' since the document had been under negotiations for years.

Earlier, the UN Security Council on Thursday joined Secretary General Ban Ki-moon in condemning "in the strongest terms" the suicide attack on the Indian embassy that killed 17 people.

The council said in a statement that it was concerned by the "serious threats posed by the Taliban, al-Qaeda and illegal armed groups" to the Afghan society. It called for bringing the attackers and their supporters before justice.

Ban called the attack "senseless" in an earlier statement.

The attack, which also injured 76 people, came as the US-led military operations in Afghanistan entered their ninth year. US President Barack Obama is in the midst of re-evaluating current military strategy there.
