New Delhi: The International Olympic Committee on Saturday made it clear that its directive to elect just 19 members with voting rights in the executive council of the Indian Olympic Association is to ensure good governance in the upcoming elections, which is proposed to be held next month.
In a letter written to Indian officials in reply to IOA's objections regarding the barring of charge-sheeted persons from contesting elections, the IOC said that the directive to prune down the size of the executive council spelt out in the revised draft would come into effect from the upcoming polls.
"Please refer to IOC comments in revised draft circulated by the IOC yesterday (Friday). This shall be applicable with immediate effect (i.e. for these elections)," the IOC said in the letter written by IOC director general Christophe De Kepper.
In the revised draft, the IOC had said that the executive body of IOA should be small to ensure good governance.
"As indicated in previous comments in 2010/2011 and in terms of good governance, the executive body of an NOC should be a workable organ. We would therefore recommend that the total number of voting members does not exceed 20 (hence this example with 19 voting members in total)," the IOC had said in the revised draft.
"With the new composition of the general meeting, you would have approximately (if our calculation is correct) 110-115 voting members/delegates in the general meeting and (in this example) 19 voting members in the executive council.
"This would be similar to what the IOC has (115 members maximum in the session and 15 members in the executive board). If you wish, your NOC may also decide to add a reasonable number of 'honorary positions' without voting rights," it had said.
The IOC had proposed three joint secretaries, six executive committee members, one representative elected out of Athletes Commission and IOC members in India besides the president, secretary general and treasurer as executive council members who have voting rights.
In the IOA elections held on December 5, just a day after the IOC banned India, 38 members were elected in the executive council with as many as 20 executive committee members, six joint secretaries, eight vice-presidents and one senior vice-president, besides the president, secretary general and treasurer.
The IOC had, however, declared the elections null and void.
