RAJAHMUNDRY: Chief minister N Kiran Kumar Reddy launched Sagu Rytu Rakshana Hastam (SRRH) for tenant farmers, a first-of-its-kind scheme in the country, at a function held at the government college here on Sunday.Speaking on the occasion, he said his government was keen to improve the lot of licensed farmers (tenant farmers) in the state and conceived the loan card for them. The government promulgated an ordinance on introduction of the scheme and a bill will be tabled in the ensuing Assembly session for its enactment. It will protect the rights of the land owner and, at the same time, help the tenant farmer continue cultivation with self-confidence.Tenant farmers will get all the benefits through this loan card on par with land owners, such as seed, fertilizer, pesticide on subsidy, crop input subsidy, crop insurance amount along with a cash loan between Rs 50,000 and Rs 1 lakh from  banks. The loan cards will be issued to seven lakh licensed cultivators in about a week. In a primary survey the government identified 26 lakh tenant farmers, he said.Turning his attention to other issues, Reddy said the government provided 50 percent reservation to women in local bodies.“I am launching the scheme in East Godavari district as a sentiment. The district determines which party should rule the state. The party which gets majority seats here will capture power in the state.''He said the government was thinking of setting up farmers' grievance cells in Hyderabad and at all the district headquarters, a project to provide five lakh jobs to unemployed youth in private companies and a bank with Rs 500 crore capital exclusively for women.As regards the Polavaram irrigation project, the chief minister said tenders would be finalised by the end of August. The project would also benefit Karnataka, Chhattisgarh and Odisha apart from Andhra Pradesh.Revenue minister N Raghuveera Reddy said  banks were asked not to take the loan cards from tenant farmers at the time of giving loans. “The landowner will not be responsibile for the loan the licensed ryot will take from a bank,'' he said.
