CHENNAI: Finance Minister O Panneerselvam will be presenting the State budget for 2012-13 before the Assembly on March 26. This is the second budget to be presented by Panneerselvam. The Bill seeking vote on account for the first six months of the ensuing financial year and the final supplementary estimates for 2011-12 will be presented on March 29. The session is likely to last till mid-May. There are high expectations about a long-term plan for ending the power shortage in the budget and announcements about tax concessions, Vision 2025 document, etc. In his address to the Assembly, Governor K Rosaiah made policy outlines on major sectors, which would ensure the growth of the State in the coming years, indicating that the budget would be significant.The areas which would get major thrust in the budget for the forthcoming financial year include infrastructure development, public-private partnership policy to synergise the resources of the government and the private sector, a comprehensive programme for containing urban poverty, integration of all skill development programmes and attracting more investments in the hardware sector.On the political front, the budget session would be stormy due to an issues the opposition parties are likely to rake up. They include — power shortage, Sri Lankan Tamils issue, inter-State water disputes, etc. Meanwhile, CM J Jayalalithaa reviewed the progress of welfare schemes and the new measures to be announced in the budget in the departments of Industries, Tourism and Culture and Backward Classes Welfare, at the Secretariat. Already she has reviewed the functioning of many departments during the last month.
