ALAPPUZHA: District Police Chief C H Nagaraju on Monday directed all police stations to open history-sheet of young criminals within their limits to control the rising crime menace in the district. The police can use history-sheet as a major tool to check the increasing crime rate among the youth. The history sheet enables police to tag a criminal with a number which is distributed to all police stations in the district. This simplifies the identification of criminals. The history-sheet,which maintains the criminal history of a goon, facilitates the police to frame charges against the criminal when he is arrested. This helps the police to track criminals and keep them under control. Mr.Nagaraju told Express that a youth, who was involved in at least two cases, would be included in the history sheet. If a youth is included in the sheet, he cannot apply for a government job and he will not be given police clearance certificate for passport or any other purposes. The police are also directed to conduct checking in public places, abandoned buildings and premises of public institutions like schools to prevent the illegal gathering of the youth, he maintained. Police will keep checking the houses and activities of youths, who are included in the history list. If any untoward incident or crime takes place in their area, their house will be raided first and they will be summoned to the police station concerned, he said. The preparations for opening the history sheet are completed in all police stations in the district. If one more case is registered against a youth having his name in the sheet, he will be included in the goonda list. The police have identified 150 youth with criminal backgrounds to be included in the history sheet.The number of young criminals is high in Kuthiyathodu, Alappuzha town, Chengannur, Mavelikkara and Kayamkulam,Nagaraju said.
