THIRUVANANTHAPURAM: The rehabilitation package, declared by the UDF Government for the teachers rendered jobless, following the fall in number of students, will lose its significance with the crucial changes in two of the major clauses.One of the clauses which is going to be amended is that prior sanction of the State Government was needed for making appointments in the aided schools. As per the amendment, the aided school managements can make appoint ments to fill the vacant posts resulting from retirement, sources said. The sanction will be needed for other posts which will arise following the introduction of 1:30 teacher:student ratio in schools in stead of the present ratio 1:40.The other major amendment will give retrospective effect for the appointments which are awaiting nod from the State Government. Earlier these appointments were made by the managements on anticipatory posts on account of retirement or increase in the students strength. These appointments, made before the staff fixation, will be regularised from the period of joining, sources said. The Cabinet sub-committee on the teachers package, which met in Malappuram on September 5, is learnt to have given the approval for the amendments. Sources said that the amendments would come up for discussions at a meeting, to be convened by the Cabinet Sub-committee with the representatives of teachers’ organisations and aided-school managements on September 14. Various pro-Left teachers organisations have already come out against the package alleging that it was loaded with provisions which are in the interest of the managements. Even some teachers organisations, affiliated to the UDF, have come up against the decision.For example, aided schools can make appointments to the new vacancies which will arise, once the 1:30 teacher: student ratio for Standard I to V and 1:35 ratio for Standard VI to X are introduced. They only have to appoint a single person from the teachers’ bank to cget sanction for these appointments.On the other hand, the government schools will have to make appointments on temporary basis from the teachers bank. New vacancies in the government schools will be notified only after the staff fixation, to be held in 2013-14. Pro-Congress Government School Teachers Union (GSTU) general secretary J Sasi told Express that the idea of social justice could be fulfilled only if new vacancies arise in the government schools.This is because reservation for OBCs and SC/STs in the teaching posts are only provided in Government schools. This will result in a situation, where these sections will not get appointments in schools in the future, he said.
