THIRUVANANTHAPURAM: Industries Minister P K Kunhalikutty has said that there is tremendous scope for growth among the state PSUs with the introduction of MoU system by Public Sector Restructuring and Internal Audit Board (RIAB). Inaugurating the workshop on ‘MoUs for State PSUs’ here, the minister lauded the efforts of the RIAB in introducing the MoU system in Kerala and said that it would be a major turning point for the PSUs in Kerala.Implementing an MoU will be a great challenge to the performance of PSUs as it is a bilateral agreement for larger responsibility and accountability. Many PSUs, which are poor performers are still being supported by the government due to social and political reasons. This system will bring in a better, transparent and efficient manner of evaluating and monitoring the performance of PSUs. “To reap better results, the concept has to fizzle down to the lower rungs of management,” the minister said. RIAB chairman G C Gopala Pillai, one of the resource persons in the technical session said that MoU was a negotiated document between the govt, acting as the owner of a Public Sector Enterprise (PSE) and a specific PSE. It contains the intentions, obligations and mutual responsibilities of the government and the PSE.With the implementation of an MoU, state PSUs will be part of the change management in the Kerala industrial scenario. The doubts can be cleared by providing ‘access’ for open communication, participation, cooperation, negotiation and support. “If a loss-making company can bring down its losses by focusing its activities and improving its performance level, by entering into performance MoU, that is a real success story”. He suggested that top ‘performing’ companies under the MoU can be motivated by giving performance excellence certificates and awards. Within the organisation, internal MoU may be signed between the top management and concerned departments in line with the MoU parameters so that the concept of performance MoU will be transferred down to the working level. K S Srinivas, Special Secretary (Industries), Biju Mohan, specialist, RIAB and Lekshmi Priya V V, executive (MIS), RIAB, also spoke.
