The Orissa High Court has directed personal appearance of Chief Secretary, Health Secretary and DMET over the State Government’s failure to fill up vacant posts of assistant professors and doctors as well as deteriorating standard of three medical colleges and hospitals (MCHs).

A Division Bench of Justices BP Das and I Mohanty has asked them to appear in person on July 25 and file affidavits on the steps taken.

The Bench observed that the Government has not filled up more than 141 posts of doctors, including assistant professors, that are lying vacant since long despite repeated orders. Though the court had in November 2011 directed the Government to take immediate steps to complete the process of selection in order to improve patient care, the Government has been buying time again and again without doing anything substantial.

The Bench also took note that instead of taking steps to fill up vacancies, the Government has started shifting senior residents and PG students from the medical colleges to peripheral hospitals. As a result patient care in the MCHs has been affected.

The contractual nurses’ strike has also dealt a severe blow to health care services in the MCHs.

The Bench has also taken strong exception to the questioning of the authority of the Advocates’ Committee by the administrative officer of the SCB Medical College and Hospital during its visit there.

The Advocates’ Committee has been appointed by the direction of the court to obtain information on deficiencies in the patient care in order to enable the court to monitor the progress and the steps taken for improvement. “We direct that whenever the Advocates’ Committee visits any hospital or medical college, it should be granted all rights and privileges to visit all parts and submit its report to this court. There should be no obstruction on the working of the committee,” the court ruled.
