Srinagar: Jammu and Kashmir Chief Secretary Iqbal Khanday on Tuesday resigned over differences with state Chief Minister Mufti Mohammad Sayeed.
According to sources he was not happy with government's policy of arbitrarily transferring officials and promoting juniors ahead of seniors in administration.
Khanday reportedly said that officers were being rotated like 'shuttlecocks'.
