Not satisfied with explanation over 'khooni panja' remark: EC to Modi
In a reply to the EC's notice, the BJP said the remark was a reference to Congress's corruption since hand is its symbol.

New Delhi: The Election Commission on Thursday rapped Gujarat Chief Minister and Bharatiya Janata Party prime ministerial candidate Narendra modi saying that it is not satisfied with the explanation given by him over his 'khooni panja' barb. It has expressed strong disapproval over Modi's remark and also asked him to be careful in the future.

"Commission is not satisfied with the explanation furnished by you in reply to the Commission's notice. Having regard to the totality of facts and circumstances of the case and submissions and contentions made by you in your reply under reference, the Commission expresses its disapprobation in the matter, and expects that you will stand by your above referred commitment and to be more careful in your public discourse in future," the commission said.

The BJP has on Tuesday relplied to the EC's notice saying it is not derogatory. The party said that the remark was a reference to Congress's corruption since hand is its symbol.

Modi was issued a notice by the Election Commission for an alleged model code of conduct violation over his "khooni panja" remark.

The Election Commission had asked Modi to explain why action should not be initiated against him for the alleged model code of conduct violation. The notice was issued on a complain by the Congress party which sought stern action against Modi for his "khooni panja" barb against the party.

In its communication to Chief Election Commissioner VS Sampath, Congress accused the BJP prime ministerial candidate of making "intemperate, malicious and defamatory" remarks by referring to the hand symbol, allotted by the Commission to Congress, as "khooni panja" and "jalim haath".

"The use of the expression 'khooni panja' is extremely significant and deplorable and has an effect of terrorising the public at large against Congress," the party had said in its petition.
