Giving statistics, Singh said that in 2012, there were 50 incidents of encounters between terrorists and security forces in Jammu and Kashmir in which 15 security personnel were killed and 65 were injured. In 2013 (upto July 28), there were 6 incidents of encounters in which 35 security personnel were killed 29 others were injured.

"In most of the cases of casualties, the laxity and non-adherence to Standard Operating Procedures by security forces have also been evident," he said.
