The Civil Service examinations are conducted by the Union Public Service Commission (UPSC) every year. Reportedly, more than 10 lakh candidates give the examination each year, out of which only a thousand are selected. Did you know though that one can become an IAS or be appointed to an equivalent post without qualifying the UPSC examination? Let us see how. According to reports, a candidate can become an IAS (Indian Administrative Service) officer through two methods. The first method is by qualifying the State Civil Services Examination, and the second method is through the Civil Services Lateral Entry.
To become an IAS, one has to first crack the state civil service examination like the UP PCS or the MP PCS, and then become an SDM (Sub Divisional Magistrate). As per the Indian Administrative Service Regulations 1955, the SDM is eligible for the promotion to an IAS after 8 years of their service. Reportedly, they are promoted after a while; they could take 12 to 15 years to be promoted.
For the promotion of a PCS officer to an IAS, a committee is set up. This committee includes the Chief Secretary of the State Government, the Head of the General Administration Department of the State Government, two officers appointed by the government, who are above or equal to the Joint Secretary. They examine the ACR or the Annual Confidential Report of the officers, whose names are to be sent to the central government. If an investigation is going on against the officers, then his name is rejected from the list. The government then sends their decision to the state government.
The other way to become an IAS is through the lateral entry scheme. Any officer working in a private company, and around the age of 40 is eligible. They should have a work experience of fifteen years at least. After they have applied, they have to appear for an interview, which is going to be led by the Cabinet Secretary of the Government of India. Remember, that these appointments are for a 3 year contract.
