HYDERABAD: More trouble is brewing for beleaguered IPS officer Umesh Kumar. While he already faces charges of forgery in court and a demand for a probe into his “disproportionate” assets, a fresh request has gone to the state government for an inquiry into the plots he acquired while he was heading the Greyhounds.Acting on a complaint from the police department against Umesh Kumar, the AP State Cooperative Union has written to the state government seeking clearance for an inquiry into allegations that the officer flouted rules governing mutually-aided cooperative societies when he bought the plots.“We have received a representation from some members of the housing society and the police department that some irregularities took place and that an inquiry ought to be conducted. Since the members happen to be IPS officers, we have written to the government for clearance,” AP State Cooperative Union chairman and commissioner Naresh told Express. However, the union can only conduct an inquiry but it cannot take any action under the Act, he added.It all started in 2001 when some officers and other Greyhounds personnel formed a society and purchased a little over nine acres of land. Subsequently, a residential layout was developed, dividing the land into 48 plots.According to a report submitted by the Cyberabad police which inquired into the matter, the Rock View Enclave Housing Society allotted four plots to either Umesh Kumar or members of his family including his wife and daughter.The probe report said this was in violation of the AP Mutually Aided Cooperative Society Act as rules stipulate that the society should obtain a declaration from each individual (plot allottee) that he or she belongs to a separate family.After the plots were allotted, 16 of them were acquired for Outer Ring Road project and the government allotted nearly three acres of land close to Shamshabad as compensation. Among those who were given alternative land was Umesh Kumar and his family. The officer served as president of the society from April 2008.While this saga is on, more dirt is being dug up in regard to other properties acquired by Umesh Kumar. According to sources, fresh information being furnished to the government indicated that the officer furnished various addresses in regard to land purchased by him in Mahbubnagar district.In one of these transactions, the residential address of Umesh Kumar’s daughter was shown as Jubilee Hills while in another it was mentioned as Kadtal village in Amangal mandal of the Mahbubnagar district.The government is also being told that acquisition of properties by Umesh Kumar was not limited to Hyderabad and surrounding villages. Several pages of documents obtained from the authorities concerned suggest that quite a few plots have been registered in the name of the officer’s daughter in Kapuluppada village near Bheemunipatnam. Most of the transactions took place between 2006 and 2008. While some of the properties figured in the property statement filed by the officer in 2010 under the rules governing IPS officers, quite a few did not find a mention.
