NEW DELHI: The Centre has decided to introduce the Tamil Nadu Legislative Council (Amendment) Bill, 2012 in the budget session of Parliament.The amendment Bill is being introduced in Parliament to repeal the Bill which was passed in 2010 to create an Upper House in Tamil Nadu.After the change of guard in Tamil Nadu, the new AIADMK government led by J Jayalalithaa passed a resolution in the Tamil Nadu Assembly against the creation of a Legislative Council in mid-2011. Though it was the constitutional obligation on the part of the Centre to move the amendment, the Centre preferred not to act on the Assembly resolution during the monsoon and winter sessions.After a delegation of AIADMK MPs met Law Minister Salman Khurshid and insisted on the early introduction of the amendment Bill, the Centre has included the Tamil Nadu Legislative Council (Amendment) Bill, 2012 in the list of 30-odd Bills that are ready for introduction in the upcoming  budget session.The change of political equations after the recent elections to five state Assemblies seems to have had a bearing on the inclusion of the Tamil Nadu Legislative Council (Amendment) Bill on the list of new Bills for introduction in Parliament. For, it was one of DMK chief and former Chief Minister M Karunanidhi’s dream projects that the Congress-led UPA is preparing to bury. However, the AIADMK members insist that “this is a constitutional obligation that the Centre will be fulfilling” and that their party is in “no way feeling obliged.”
