CHENNAI: The Madras High Court comprising Chief Justice MY Eqbal and TS Sivagnanam ordered the HC registrar general to take steps to directly fill the posts of vacant civil judges in districts.In a writ plea in the HC, R Karthikeyan appealed for a direction to the State to notify and commence the recruitment process for filling up 175 vacancies for civil judges (junior division) posts. In his petition, KM Ramesh, secretary of the Labour Law Practitioners Association, prayed for a direction to fill up vacancies of district munsifs and presiding officers of all labour courts. In his order, the chief justice said despite a requisition by the State government and the HC to the TN Public Service Commission to fill up 175 vacancies of civil judges, the recruitment body did not take any steps.After the recruitment to the posts of civil judges in 2008, no further notification was issued for filling up vacancies by the TNPSC. “This is blatant violation of the direction given to State Service Commissions to fill up vacancies in a timely manner.” The High Court registrar general wrote to the State government indicating that the TNPSC, which is facing allegations, was not in a position to fill the vacancies. The revised estimates indicate that as on 30 June 2012 there would be 185 vacancies. The government was requested to issue orders enabling the High Court to carry out the exercise of the recruitment of 185 civil judges as a one-time measure without the assistance of the TNPSC.Appreciating that the government and the TNPSC have agreed to the recruitment process for civil judges (junior division) by the HC, the chief justice directed the registrar general to expeditiously process the recruitment drive. As regards the vacancies in labour courts, the chief justice said that the issue will be taken up on the administrative side and suitable directions given.
