BANGALORE: The state Social Welfare Department doesn’t seem to be implementing its schemes effectively. According to data obtained by Express, the department hardly used one per cent of out of the Rs 39 crore allocated during 2011-12 for the development of SC/ST colonies in the district. In 2011-12, the department allocated Rs 39 crore from the unutilised funds of various schemes under Social Welfare Department, out of which, `2,990.50 remained unutilised. Commissioner of Social Welfare Department Navin Raj Simha requested the state government to reallocate the amount for laying roads in 106 SC/ST colonies in Bangalore. The funds if not utilised before the end of financial year will lapse. However, Joint Director (Adm) of Social Welfare Department M R Chandrashekar Murthy said that the funds in question were utilised for the purpose. “We have utilised the funds fully. There are no dues.” However, the amount quoted by the official was fully utilised in a span of 10 days. The commissioner’s letter dated March 21, clearly indicated that 99.5 per cent of the funds were not utilised and the same should be reapportioned for the laying of cement concrete roads in Bangalore, with an initial outlay of Rs 6.4 crore.
