PUDUCHERRY: In response to Home Ministry’s advisory, the territorial administration has issued directives for removal of mandatory recommendations by MLA or MP for availing of benefits of welfare schemes implemented by the government.A circular issued by Chief Secretary M Sathiyavathy directed all departments, public sector undertakings and corporations implementing welfare schemes to take necessary and immediate action to amend the rules and guidelines in application forms so as to remove the mandatory clause requiring character certificate or recommendation from MLA or MP in the existing pattern.Further, in order to avoid duplication of claim and to ensure proof of identity and address, the departments that are implementing welfare schemes should make provision in the application form for integration of Aadhar numbers as suggested by UIDAI.The action report along with copies of amended rules and guidelines and corrected application form should be sent to planning and research department within a month so as to submit a report to the Ministry of Home Affairs on the issueIt may be recalled that the MHA had sent a letter to the Chief Secretary on September 15,  advising  the government to review all such cases (schemes)  where the recommendations of an MLA or MP was mandatory to avail of the benefits under any welfare scheme. Further the letter signed by M L Verma, Deputy Secretary, MHA, has sought a compliance report in this regard to the Home ministry at the earliest.The Home ministry  maintained that there is no objection to furnish the recommendation, it should not be mandatory.
