NEW DELHI: As the Centre has decided to introduce the Tamil Nadu Legislative Council (Amendment) Bill, 2012 in the budget session of Parliament, AIADMK members insist that “this is a constitutional obligation that the Centre will be fulfilling” and that their party is in “no way feeling obliged”. However,  there’s no denying that the Congress is taking on ally DMK to fulfil the “obligation”, which, in the changed political climate has become imperative. The Centre had passed the Tamil Nadu Legislative Council Bill in 2010, after the then Law Minister Veerappa Moily’s justification quoting Ambedkar and Sarkaria Commission’s recommendations on Centre-State relations in passing the Bill.The Centre has now prepared to introduce a Bill to negate the original Bill which was passed on the insistence of the UPA’s ally DMK and now it would be the turn of DMK to protest at the introduction stage of the Tamil Nadu Legislative Council (Amendment) Bill, 2012.With the heavy legislative agenda of 30 new Bills for introduction,39 pending Bills for consideration and passing in this session, besides financial business, it’s going to be a stormy make-or-break session for the UPA government.The government identified 39 pending Bills for consideration and passing in the Budget session with the Lokpal and Lokayuktas Bill, 2011 placed on the top of the list. As per the government’s list, the reply of the minister to the debate on the Bill is the RS was not concluded.
